What is a Private Hire Car Driver’s Vocational Licence vocational license (PDVL)?

Driving a private hire car in Singapore requires the Private Hire Car Driver’s Vocational Licence (PDVL), a specialized license granted by the Singaporean government. You cannot legally drive for Grab or any other private hire car service unless you have a valid PDVL.

  • Fill in the application and upload all the documents.
  • Must pay a non-refundable $40 application fee by credit card, debit card, or PayPal.
  • If all the paperwork is in order, the LTA will issue an in-principle approval letter within 15 working days.
  • Singapore-registered clinics or hospitals, as well as SATA Diagnostic Centers, are acceptable places to get the medical checkup and chest x-ray examinations done.
  • Register for the test and course.
  • As soon as you pass the test, you will be issued a Temporary Vocational Licence (TVL). You can expect to receive your photo card license within 20 working days via registered mail. You will no longer be able to use your temporary Vocational Licence after receiving your photocard license.
  • There are two papers for the PDVL test, which is for drivers of private hire cars. To receive a PDVL, an applicant must pass both of the two examinations.

Documents required for Private Hire Car Driver’s Vocational Licence (PDVL)

  • NRIC
  • Passport-sized photo
  • Proof of basic English language proficiency in the form of a GCE “O” or “N” Level certificate (at least a D7 grade)

or  Level 3 in each of the three modules of the Workplace Literacy-Computer Adaptive Test for the workplace’s literacy needs (WPL-CAT). To find out how to take the test, go to the British Council website.

Eligibility

  • Singaporean or a person legally residing in Singapore
  • Make sure you’re at least 30 when you apply
  • At the time of application, have a valid Class 3 or 3A Singapore driving license for at least one year.
  • Able to speak and read English.
  • Medisave contributions are up-to-date
  • Must have a clean criminal record.

Validity of license

The license is valid for 3 years.
