What is Baby Bonus Scheme in Singapore?

The Baby Bonus Scheme was implemented in April 2001 and a part of the Marriage and Parenthood Package to help parents lighten the financial cost of raising children. The Baby Bonus Scheme includes a cash gift and/or contributions to the Child Development Account (CDA).

How does the Baby Bonus Scheme works?

The cash gift will be paid to the nominated bank account holder’s bank account while the CDA Government contributions will be credited to the child’s CDA. The CDA Government contributions consist of dollar-for-dollar co-matching and/or CDA First Step.

Who is eligible for Baby Bonus Scheme?

A child must be eligible, if:

  • He or She is a Singapore Citizen
  • His or Her parents Parents must be lawfully married.

General Instructions to be followed before joining Baby Bonus Scheme

  1. You should submit the form as early as 8 weeks before the child is born (Estimated Date of Delivery) or after the birth registration.
  2. If your baby was born overseas/adopted, you may submit the form after the citizenship/adoption process.
  3. If you’re applying for your unborn child, please proceed only if you’ve a valid marriage certificate.
  4. If you were married overseas, you can apply after receiving his/her birth certificate.

How to apply for Baby Bonus Online (BBO), Singapore?

Before joining to the Baby Bonus Scheme, check if your child is eligible on Baby Bonus Online. If your child qualifies, you may proceed to apply by following these steps.

  1. Visit Baby Bonus Online.
  2. Click ‘Join’.
  3. Log in using your Singpass.
  4. Complete the relevant sections in the application form.
  5. Click “Submit”.

NOTE: When applying, please note that both parents have to decide which parent or a third party will

  • receive the cash gifts as a Nominated Bank Account Holder, and
  • manage the Child Development Account (CDA) as a CDA trustee (above the age of 18).

What are the documents to be attached while applying for Baby Bonus Scheme?

Please submit your Baby Bonus supporting documents through Email: msf_babybonus@msf.gov.sg.

1) Bank Account Holder’s account details to receive the cash gift.
2) Personal particulars of the Bank Account Holder and CDA Trustee, if they’re a third party (i.e. not the child’s parent).
3) Marriage Certificate (as required).

Can an Unwed Parents Children eligible to join Baby Bonus Scheme, SG?

  • Children of unwed parents are eligible to join the Baby Bonus Scheme if they are Singapore Citizens and must be born on or after 1 September 2016 to the receive CDA benefits.
  • The child will have access to social assistance, education and healthcare subsidies like other children.
  • All mothers, regardless of their marital status, are also eligible for infant care and child care subsidies, Medisave Grant for newborns and foreign domestic worker levy concession.

They will also receive Government matching contributions for each dollar saved into the CDA, up to the maximum amount given on the below table:

When will you get Child Development Account (CDA) First Step?

  • If your child was born on or after 24 March 2016 and a Singapore citizen or become a citizen before 12 years old, then the child is eligible for CDA First Step.
  • You can check if you’ve received the CDA First Step by going to Baby Bonus Online and select ‘View/Update My Baby Bonus Details’, followed by ‘View Statement’.

How did an Adopted Child eligible for Baby Bonus Scheme?

If you adopt a child and needed to be eligible for the Scheme, the baby must:

  1. Born from 2009 onwards
  2. Be a Singapore Citizen
  3. His / Her adoptive parents are lawfully married at the time of the child’s adoption (i.e. when the Adoption Order is obtained)

Notes:

If your adopted child was born before 13 July 2015 and obtained Singapore citizenship after the time of adoption, your child may be eligible for pro-rated benefits. For further queries, please write to Email: MSF_babybonus@msf.gov.sg.

How to get Baby Bonus benefits, if the child has passed away?

  • If a child has passed away, any outstanding cash gifts will be paid in one lump sum to the Nominated Bank Account Holder.
  • If the child has a Child Development Account (CDA), then it will be matched parents’ savings into the CDA until the date of the child’s demise and instruct the bank to close the CDA within two months.
  • The money in the CDA will be transferred to the Public Trustee for distribution according to the Interstate Succession Act or Syariah Law.

How can a baby will eligible when he/she born overseas, if their parents are Singaporeans?

If your baby born overseas, to get Baby Bonus, he or she must obtain Singapore Citizenship first, before joining the Baby Bonus Scheme. To check your child’s eligibility, you can use “Check Eligibilty” on Baby Bonus Online.

The application form has 3 sections: A, B and C. When you apply, please select only Section C “Citizenship” and provide the following documents online:

  • Birth certificates of all children
  • Citizenship certificates of all children (if applicable)
  • Marriage certificate
  • NRICs, both front and back, or passports of both parents.

Processing Time: It will take between 5 and 7 working days to process your application. It will take longer if we need additional documents to support your application.

When / How to check the Cash gift and CDA contributions you’ve received?

  • You’ll receive the cash gift within 7 to 10 working days after the child’s birth registration or after the child joins the scheme (whichever is later).
  • Notification will be sent from the bank that the Child Development Account (CDA) has been opened within the same time frame.
  • The Government matching will be deposited into your child’s CDA within 2 weeks (excluding public holidays) after you have saved into the CDA.
  • No need to put in any deposit before receiving CDA First Step.
  • You can check the amount of Baby Bonus Benefits by going to “Baby Bonus Online” ‘View/Update My Baby Bonus Details’ — select ‘View Statement’.

How to update your “Child’s New Name” for Baby Bonus?

To update for Baby Bonus, please email a copy of the deed poll or your child’s Certificate of Extract from the Registry of Births to msf_babybonus@msf.gov.sg.

Child Development Account Trustee also has to update the CDA bank by bringing the original deed poll or Certificate of Extract from the Registry of Births to any bank branch.

Baby Support Grant (BSG)

Eligibility for the Grant if:

  • Your child is born from 1 Oct 2022 to 13 Feb 2023 (both dates inclusive)
  • Your child is a Singapore Citizen
  • The child’s parents are married.

If your child’s Estimated Date of Delivery (EDD) is on or after 14 Feb 2023, but was born earlier than 14 Feb 2023, please ensure you have a scanned copy of your doctor’s certification on your child’s EDD and submit it to MSF via https://go.gov.sg/babybonus-edd-appeals

How to apply Appeal for Baby Bonus Scheme Enhancements and Extension of Baby Support Grant?

You must have a scanned copy of your doctor’s certification on the EDD.

Appeal for the extension of Baby Support Grant (BSG) and your Singaporean child has met the following criteria:

  • Born on or after 14 Feb 2023 but have Estimated Date of Delivery (EDD) before 14 Feb 2023

Appeal for the Baby Bonus Scheme Enhancements and your Singaporean child has met the following criteria:

  • Born before 14 Feb 2023 but have EDD on or after 14 Feb 2023.

NOTE: If your child does not meet either of the above-mentioned eligibility criteria, it will be and not able to further review your appeal.

  1. Visit Appeal for Baby Bonus Scheme Enhancements and Extension of Baby Support Grant 
  2. Select the appeal type
  3. Enter Child’s Identification Number and your Child’s Name
  4. Enter the name of applicant (as in NRIC/FIN/Passport)
  5. Enter the email, contact number
  6. Select Child’s relationship
  7. EDD Certificate document / Additional EDD certificate document (Optional)
  8. Click “Submit”.
