programmes.
Centered on the concept of play, ideas and innovation, the festival commissions a range of inter-disciplinary programmes that feature collaborations with artists and creative talents from Singapore and abroad. The festival has grown to be a steady attraction for visitors aged
15 – 39 years and new audiences seeking accessible and invigorating entry points into visual art.

Open Call for Light to Night festival 2023 Proposal
This Open Call invites Singapore-based visual artists and creatives to submit programme proposals for the Light to Night Festival 2023. One of the marquee events of Singapore Art Week and an annual highlight in the Singapore cultural calendar, the Light to Night Festival is a district-wide visual art festival which aims to inspire audiences to forge deeper connections with art through engaging and progressive multi-disciplinary programmes. Light to Night 2023 will take place in January 2023.

How to apply Light to Night Festival?
Eligibility
- International visual artists, designers, animators, and projectionists are eligible for Open Call.
- Interested multimedia companies must be collaborating with a visual artist as part of the creative team to be eligible for the Open Call.
- All submissions should include the CV of team members and collaborators to demonstrate confidence and ability to successfully deliver the said proposal in Singapore.
This Open Call is conducted in two phases:
Phase 1 :
Interested participants are to submit an online application form at https://forms.office.com/r/5gmcbTQAQx
Design requirements and deliverables for phase 1 (though online):
- Title and Artistic Concept of Projection
The proposal must clearly demonstrate its overall concept and how it meets the stipulated design requirements. - 3 – 5 style frames, or visual illustrations
Digital renderings mapped against the Gallery façade or Rotunda Library, illustrating the projection storyboard and transition. Visuals and renderings should accurately convey the scale, aesthetics, and intended audience experience of the projection. - Proposed Projection Surface.
Artists should stipulate the proposed projection surface(s) for the installation.
Projected Budget (in Singapore dollars)
The turnkey budget should include artist fee, production costs, and withholding tax (if any). - Projected Production Timeline
Timeline should include key milestones in the conceptualization, production and delivery of the installation. - CV of Participating Artist(s)
CV should highlight the artist/creative/team’s experience in staging façade light projections or relevant projection-based works.
Any additional information to further illustrate your concept. - Shortlisted artists from Phase 1 will be contacted via email by 4 May 2022
Phase 2:
- Shortlisted artists from Phase 1 will be invited for an online Q&A session with the evaluation panel and festival team on 4 May 2022, evening (Singapore Time).
- Shortlisted artists from Phase 1 are invited to co-develop their proposed concept with the festival team into a full proposal for Phase 2 evaluation. The submission deadline for the Phase 2 proposal is 3 June 2022.
- The shortlisted artists who successfully submitted a complete proposal for Phase 2 evaluation will receive an honorarium of SGD500.
Final Selection:
- Selected artists from Phase 2 will be contacted by end-June 2022 and invited to further develop their proposals for Light to Night 2023.
